In Switzerland the Federal Government very efficient, they only have 7 members of the Federal Council, plus a lawyer (in the pinky-red jacket in the piccy below) to take the notes and put their decisions into Law.
Every so often the Swiss Federal Council has a group photo taken. In 2008 it a rather boring head-on piccy with them all smiling at the camera with varying degrees of awkwardness.
In 2010 Doris Leuthard the President of the Council (they take it in turns every year) and she decided to jazz it up a bit, she the naughty-looking one on the right, leading her chums off on the razzle. I think the lawyer had a hand in it as well, I bet she not called Corina Casanova for nothing.
