It is true about the rules. I enter the Village Show yearly and have seen people less canny than I told off by stern judges for heinous sins. Such as using icing sugar to dust a Victoria Sponge (should be caster), or using checquered gingham to top a jampot - 'a Good Jam Speaks For Itself and Needs No Decoration'.
The rate of murders over the cucumber sandwiches in the tea tent is probably about the same though.
