Owners will not be fined for breaking the rules but failure to comply may be used in animal cruelty prosecutions.
This kind of thing cracks me up. the first line makes compliance sound voluntary and then it makes it clear it is not. There are some new ISP rules like that. The goverment says it's entirely up to your disgression, but if you don't do it we will make it compulsory.
The code of practice also includes ... providing "somewhere suitable to go to the toilet".
Dog owners around here already have somewhere. It's called the Willsbridge Wildlife Reserve and Dog Latrine. Cats have my front lawn.
