I'm sure he is fine as a police officer and of course female officers will tend to be smaller too. Still, I think many fights must have been stopped by someone looking so big and scary that no one wanted to try it.
I suppose these days it doesn't matter as a 5ft policeman can not turn up to a crime scene as easily as a 6ft policeman.
